Great article! Stuart Kauffman explains this phenomenon through "adjacent possible". An invention only instantiates when it "around the corner".

Interestingly there might be some outliers to this line of thought - relativity theory by Einstein, world wide web by Tim berners lee, bitcoin by Satoshi etc.

While Einstein definitely was much ahead, such exceptional humans can probably leap ahead of the collective intelligence by a few decades- until the ideas/people catch up. Even Satoshi was fusing together ideas from b-money, Hashcash, etc so it seems like this technology was also just around the corner in the early 2000s!
